Mr Hacksaw.... it might be that they don't have a public address system and it allows the people further away to have a clue as to what the speaker is saying.

Just wanted to answer your question - in NYC you are not allowed to use any amplifying device (mic, bullhorn etc) without a permit so the "human mic" was instituted as a way for all to hear. On a weekend of protest day there can be 3-4 levels so the meetings can get long! But it is very effective - you can be all the way in the back and still hear.
@Sio99 They did it at the first day of Occupy Dayton (not too loud AND they had a mic.) It just seems kind of rediculous, but I can understand if it's hard to hear them.
