Actually, you don't need to have beaten the game to get into The Hideout in Bowerstone Market, you just have to accept the main storyline quest given by Page.

@XvPikachuvX if your talking about the one in the cesspool, the door should already be open, and once ur in the cesspool all you have to do it hit the wooden beams blocking the room with the key

You don't need to have beaten the game to get the 3rd key in Bowerstone Market. I got it much earlier in the game during a mission, although I can't remember which one.  The rest have been a big help though, thanks!
