First, they'd have to found and fund their own police force, then take on a heavily armed force of well trained paramilitaries and if they're still alive, arrest and prosecute them. The prison was built at a state cost of $27MM and never used because the asshole Gov refused to bring in out of state prisoners. So it just sat there.
