Yes, this is the 4th F&F but the storyline picked up where the 1st two have left off. When you think about it, Van Diesel went to Japan in Tokyo Drift and Han was already dead but in this movie, Han was still alive. So to me this is the correct order:

1:Fast & Furious

2:Too Fast Too Furious

3:Fast & Furious 4

Then

4:Tokyo Drift
