He's playing in the spaces around time signatures. Imagine a 4/4 ( for example) - the spaces between beats. Really running around in that space. Does that help? This is more like 15/16.

Sunny Murray is appreciated because he helped free jazz timekeeping from it's constraints, well over 40 years ago. Master percussionists such as Max Roach recognized his contributions. It's easy to say nasty things about people on youtube, but there's plenty of documentation of Sunny's influence. I would suggest checking out some books in the library on 60's jazz history, and definitely some of Sunny's early work.
