Most certainly it wasn't. In Venezuela, nationalizations come about when commodity prices go up. The government loves to have high oil revenues to maintain populist spending; CAP was no different in that respect during the 70s. Plus, Chavez, as far as I have knowledge of, has not done much to create independence; he has given the power that American companies had before to other Oil companies (Many are Russian). You'll see how much people will care about PDVSA when prices fall below 20$.

First of all, Chavez has not made Venezuela more independent. In fact, the stability of its welfare policies and the economy in general is highly dependent on the price of crude oil (The US buys about 65% of Venezuelan Oil). Venezuela has as much control over its resources today as it had before; the only difference is that the prices are higher today and thus there's more money to spend in welfare and so people mistakenly assume he's spreading the oil the wealth that others didn't before.
