Maybe for the larger states, yes.....but for those of us who don't like in a state that takes up an area comparable to that of, say, Ghana.....it is tougher due to lack of people to support the playing.
When the states in question fail to support the music programs, the problem is exponentially exacerbated in such a way as to make students want to pull their nose hair out with pliers....

umm...there were two senior orchestras.
senior (9-10) and senior honors (11-12).
its definitely senior.

You're lucky to have enough people (and square mileage....I'm from NH) to have that many groups....or to be able to sanely play grade six music....
