It was a video effect I adjusted on Sony Vegas. The sound effect is just some white noise. Search 'TV snow' on findsounds,com and I think you'll find it.

1-5 in Smoothness

1-5 in Comedy/Action

1-5 in Originality

1-5 in Style

+2 for subscribing

-5 for no sound.
