I think G-man is some sort of dimensional businessman or bureaucrat, who either tries to retain a balance in the universe (trying to prevend to combine from getting to powerful) or just offer services in exchange of something (power maybe?) because of greed. It also seems that he may have been "hired" by the us government because he tells gordon that he has taken his weapons because they were government property. And that "we" have gained control of the borderworld Xen.

If Gordon deserved his hazard suit as G-man said, then why in Half Life 2 he was supposed to get another one? So G-man after all has taken the suit as well. Some employer you are G-man...

although if you think about it the combine would have beaten you to a pulp if you walked off the train in that suit. It's kind of Gordons' signature. So having the suit would get you killed and the Gman did put you in a position to get it back almost immediately.
