Well, it would do well to remember that Judas Priest has had a very long run. They've been producing since '74 when they released Rocka Rolla and they've been innovators of heavy metal since Sad Wings of Destiny in '76. They've just moved on. Once they did all they could with one sound, they moved on to another.

In my opinion, punk basically waters down most or all of the elements of metal, that's why I don't like it. The lyrics are usually less deep (compare most punk songs are about politics to several Metallica songs about Cthulhu or Maiden songs adapting poetry), the instrumentation is less complex, and like you've noted the clothing is less extreme.
