There is a much cheaper and simpler solution to dirty toilet seats... plastic seat covers. Although that is not as environmentally friendly I suppose. They have automatic plastic seat covers on toilets in most airports now I think, where the cover is automatically changed when you press a button. The covers could be made of cloth and washed maybe? To be more environmentally friendly.
