If you make the Singapore government govern a piece of land as large as that of Malaysia, China, or the USA, that would be a different measure altogether, so you are comparing 2 different things when you talk about good governance.

(2) It is because the countries around Singapore find it friendly enough to work with that they are gracious enough to help out
