Georgia Tech's substitution was not illegal. If it was then Dabo Sweeney would have said something, the commentators and analysts would have criticized it as well. That would have lead to an investigation; and there wasn't. Clemson simply did not pay attention. it wasn't illegal, Thomas was simply getting into position, he never got off the field so clemson was tricked by the fg, not a substitution, they were not paying attention to the whole field and thats why they let this one get past them

Thomas headed out with the other 10, but stopped right at the sidelines. That's why he wasn't accounted for when the ball was snapped. If he'd stayed in the middle of the field and joined the 10 substitutes he could have moved out to his WR position legally. He went past the numbers on the field, so he has to come out with the 10.
