That was from an early episode, one of the first from Season 2 I believe, where they went to an alternate future. In that scene Phoebe was going to be burned at the stake for killing someone (her future self had really done it) and Prue and Piper realized that it would be wrong to save her and they hugged goodbye. It was an incredibly sad, emotional moment.

It's from "Hell Hath No Fury" After Prue's death Piper get's scratched by a fury, turns into a fury and realizes that she hates prue for dying.
