I always keep the CapsLock off until needed in any text editor. Never thought it would make such a difference in PS.

Then shut the computer down and restart to solve the problem

wow... I actually figured this out awhile ago, for awhile I couldn't figure out why my brush wouldn't change size until I started hitted buttons and they found out it was the Caps Lock key.
