You know, it's pretty easy to get into Japan legally if you are willing to be a student, marry a Japanese or do some specialized work. And doing that would cost way less than the $35,000 that illegal Chinese guy had to pay. The solution has to be something else like nobody will accept their work or house them as it would jail them. It would work even better if the government would confiscate the company/building as well.
