the quran does tell men to lower their gaze before it tells women to cover up. but the fact is when a woman dresses provocatively it makes it very difficult for a man not to check her out. if a woman exposes her cleavage and is talking to a man that man is not going to be listening to what you're saying but his eyes will be on her cleavage and he will have all sorts of sexual thoughts running through his mind.

Didn`t the Prophet say a woman has 10 private parts including her face and voice in the hadith of Sahih Bukhari?
Also in the Koran it says don`t unveil yourself to anyone but family members and muslim women.

the quran does tell men to lower their gaze before it tells women to cover up. but the fact is when a woman dresses provocatively it makes it very difficult for a man not to check her out. if a woman exposes her cleavage and is talking to a man that man is not going to be listening to what you're saying but his eyes will be on her cleavage and he will have all sorts of sexual thoughts running through his mind.
It is a responsibility on both men and women.

I agree that modesty in thought and behaviour the man's and the woman's responsibility. But I do believe that it is necessary to educate people why this is in their own interest to act that way. That it is a central part of humaneness to consider the other a person instead of an object for satisfaction, and that no good and harmonious life can ever come from exploiting another human being. I do not believe in promising hellfire to anyone for disobedience. I believe in appealing to insight.

Christianity pronounces the same. To me, this expresses and has always expressed the economic motive behind. The church claimed alms and tax and got rich, muslim leaders also claimed tax from non-muslims. It's a power game and has nothing to do with God :)
