The nazis misused the first verse "Germany over all" as a sign of national supremacy, while the original intention of that line in 1841 was an appeal to unite all German states.
Meanwhile Austria couldn't use the same hymn, as the victory powers after WWI forbid with the treaty of St. Germain a unfication of Austria and Germany, after the first democratic Austrian Republic constitution called the country German-Austria and had a clear Intention for an unification.
After WWII the melody stayed the same in Western Germany, while Eastern Germany got a new hymn.
Because the nazis misused the first verse and also because the geographical borders of Germany in this verse weren't correct any-more, the western German federal President and Chancellor decided in an official note, that the 3 stanza of the "Lied der Deutschen" should be the only sung version of the hymn.

In addition, the melody of the national anthem is only the first part of this movement (from 0:00 to 1:23).

The word 'opus' means 'work'. Each piece a composer writes is given an opus number - either by him, or by someone who later put them in mainly chronological order. Sometimes the organizers use their OWN system - which is why you get K (Koechel) number for Mozart, D (Deutsch) numbers for Schubert, etc.

Haydn first wrote a hymn for the emperor of the Holy Roman Empire of German Nation.
Later he took this hymn as basic theme for this string quartett.
When he wrote the hymn in 1897, there was no Austrian Emperor, as there was no Austrian Empire.
There was the Archduchy of Austria part of the Holy Roman Empire, and Archduke Francis of Austria was also the elected Emperor of the whole HRE.
As Haydn called it the emperor hymn, it's obviously ment for the emeror of the HRE not the Achduke of Austria.

When Austria changed from Monarchy to Republic in 1918, they obviously couldn't keep a hymn with Lyrics about an Emperor.
As Germany also had a hymn about their emperor, sung to the melody of today's english national hymn, they needed something new too.
So in Germany the "Lied der Deutschen" was made the official hymn in 1922.

Think, however, of this: part of Beethoven's Ninth Symphony, along with the words from the Ode to Joy(Freude Schoner Gotterfunken)by the German poet, Friedrich Schiller, became the national anthem of the European Union. Yes, both the Austrian and German anthems are based on this theme by Haydn :) He composed this during the Napoleonic wars and dedicated it to Emperor Francis I.

@gdbalck At the time of its creation, he was still Holy Roman Emperor Francis II. It was not until a few years later that the Holy Roman Empire was dissolved and he instead adopted the title of Emperor Francis I of Austria. ;)

@ccleasd At the time when Haydn composed this piece it was Holy Roman Emperor Francis II of Austria. In 1804 he was crowned the first Emperor of Austria, Francis I. In the piece Haydn quotes the melody from Gott erhalte Franz den Kaiser ("God Save Emperor Francis"), an anthem he wrote for Emperor Francis II. Hope that helps ;)

Op. is short for Opus.
The word 'opus' means 'work'. Each piece a composer writes is given an opus number - either by him, or by someone who later put them in mainly chronological order. Sometimes the organizers use their OWN system - which is why you get K (Koechel) number for Mozart, D (Deutsch) numbers for Schubert, etc.
