Even though one might argue that it lights because your hand is conducting electricity to the ground, it is made of of isolating glass, and it shouldn't happen at all!
Reminds of a demonstration John Bedini made with his motor, were he could light a neon bulb between his hand and some plastic on top of a recharging battery.
