The police should review the video of the incident, identify the individual who pushed the police officer to the ground and arrest him for Felony Battery, for knowingly striking an officer. If the officer did not know the incident was staged and he was either struck or pushed (to the ground or not), then its a real thing and thus open for prosecution.
