I wouldn't say much more powerful but she is more powerful, Fate is more powerful in melee combat than Nanoha is IMO but Nanoha has much stronger range combat.

Actually, Nanoha's best specialty is bombardment-type magic. Hence the reason she uses mostly huge beams of befriending to blow the sh*t out of her opponents cause they just won't listen the first time. Her melee is slightly below average, her defenses i'd say slightly above average. her ranged attacks are way above average.
