It's ways of saying cheers. Don't know where "Here's mud in your eye!" comes from. It's a drinking toast expressing good spirits. "Here's looking at you, kid" is what Rick in Casablanca says when drinking to Ilsa (probably originally a result of Bogart mumbling "Here's good luck to you kid"). "This'll put hairs on your chest" means that the drink is very alcoholic. Usually it's used with men, which is why EM quips that he wouldn't want it. Hope that helps ;-).
