Are you talking about that piano background music at the beginning?
I suggest contacting Steve Kagen's campaign about the music in the ad. Given the fact that he is lying about Reid Ribble and trying to deceive Wisconsin senior citizens, it wouldn't surprise me at all if he also used music in the ad illegally.
In the interest of honesty, Ribble's point (this ad cuts him off early) was that social security is non financially sustainable and needs to be fixed, perhaps even phased out and replaced with something viable. Ribble has said on the record that we need to keep our promises to seniors in regards to S.S. Why take this out of context? So Steve Kagen, why pitch it as something it's not? Why not run on Obamacare, the spending, cap & trade? Why not run on his accomplishments and votes?
It looks like Plucky Daisy is available on the incompetech web site, under the heading "royalty free".

As far as I can tell, this ad uses my music without attribution, and without a license.
"Plucky Daisy" from incompetech. Anyone know who produced this ad? Not cool. Seriously not cool.
