I would call the police and have the courts forbid them from having pets. And if they do end up getting a pet again, you should call the police again and they will get in even bigger trouble. Obviously they don't know how to care for a pet anyway.
@greenlightbandit Unfortunately it isn't that easy. Often the police don't want to be bothered with AC's work and AC won't "make waves" - it's sickening. No reasonable human would expect another human to put up with that.
