Why do brake pedals get stiff and less effective when the engine is turned off, on a non-engine assisted breaking cars and motorcycles ?,

@LTF85199 because cars servo systems(just like steering). For example at my dad's car the breaks are very hard when the car is turned off but very soft when it's turned on. It also has some helping devices to improve breaking in panic situations.
