That doesn't even make any sense. The representatives don't even come to the meetings. I've been watching for years, and it's never been 25% attendance. It seems closed down already.
I somehow wonder if anyone would notice if the European Parliament closed down for 6 months- it seems few enough people pay attention to it as it is (and given these videos, that would seem to include the very MEPs that make it up!)

Real change doesn't come from parliaments anyway....

As to change and parliaments. Parliaments are the most democratic form or governance, only matched by direct democracy, which would be a sort of global parliament(in a way). Parliaments might be rotten from the way certain interests take hold of them, but, they still are(depressing perhaps) the most democratic institutions we have today.

the US government shutdown for a short while after republican congress passed a balanced budget (after overriding clinton's veto) that required less in spending. no one really noticed or cared. electricity was still on, water was still running, mail still delivered... so no one missed the us government for a while and i doubt anyone would miss the EU parliament either.
Can anyone imagine the boost the American economy would see if, by way of experiment, our own government would go six months without posting yet another multi-billion dollar bailout, or attempting the quasi-nationalization or outright destruction of another major industry?

I think the constituents would complain if they were told the MEPS were getting paid to do nothing. It is important to take a lower wage and less expenses while you take your experimental break.
