I believe I have the same 9hp Tecumseh engine. From the video, it looks like theres a battery upfront for electric start. Did you install this yourself or did it come that way?

this engine was an electric start model so only needed to be wired with ignition switch, battery and relay.

Mine has wires to charge a battery but no starter or even a geared flywheel, just wondering if you got a kit for it, thanks man.
How did you get it to make that sound?
