I keep getting an upper instead of High on the R zone directly connected to the power line and my city is set up on the same map exactly like yours. Why is this happening??? Explain. It worked last night
This strategy actually works. I did everything exactly as you did and within the 1st year I had 17,000 people. But it's weird how you really did not have a true transit line and still produced growth. Also I noticed you surrounded C and R with 2 rails touching. Also when building why did you move down 1 square for every 2 R's and followed behind with the C's doing the same. Great vid now I feel like I'm cheating. Trying this on Hard difficulty later. '+-+'
@GegenIngusija I do not use any cheats except for the money trick at the very beginning. I use parks, the available gifts and a strategy called "land value shifting" to grow the zones. You can find an explanation of how land value works here:

@Gilfroyd The smoke at the bottom of the screen is a result of a very common graphics glitch. You can see that at the top of the screen above it there is a factory, and the glitch make some of the graphics that should have been outside of the top of the screen appear at the bottom.
Also, one nuclear plant is enough on Practice under the right conditions. You can read about how power works in this topic on GameFAQs:

What zones are you having trouble with? R or C? Also remember that before a TOP is developed, both of the zones need rails and a high enough land value. C-zones only need one tile of rail and R-zones need at least two. R-zones also needs to be connected to either an I-zone, C-zone, PD, FD, Gift, Stadium (not domed), Airport, Seaport or Coal Plant with rails in order to fully develop.

The thing is that R-zones require a certain amount of population density before they will grow into an R-1 and higher. If an R-zone will not develop, the trick is to place one or two C-zones next to it. Once the C-zones have developed and population density have increased enough to make the R-zone develop into an R-1, immediately demolish the C-zones and place park instead. And I am not trying to correct you by capitalizing TOPs if you thought that. It is a forum habit. There are no I-TOPs, btw.
You can use it on any map you like. This is actually one part of the game that actually resembles real life. The citizens only build small houses if they live in a low density area. When adding a C-zone and letting it develop, you fool them into believing that they live in a higher density area and they start building high rise apartments. Once an R-zone reaches R-1 it has enough population density on its own to continue developing, even though you remove the C-zone at this point.
I never said I was bothered by the word "top" in capitals. I'm just letting you know I preffer calling them sky-scrapers a million times because in-case you havn't seen it the 1st time, 2nd time, 3rd time, etc.. But I guess I do call them "top(s)" once in a while though. : \ In fact! I think I never knew you were capatalizing them untill you mentioned it. : \
With a 0% tax rate, as in this city, it is possible by having 60% of the population in R-zones and 40% in C-zones with 0.5% give or take. While building however, I use about 5 to 8 I-zones to stabilize the RCI-meter up until the very end. Also, by not having any I-zones in the city, you do not have any need for the Seaport, which of course mean more room for populated zones.
I have already improved transportation as much as I could in this city. Less tiles for rails mean more tiles for populated zones and a higher population.
It may seem that way, but the citizens do not care. The road routine in this game is basically the same as when the game was originally made for the C64, so it is not very advanced. I exploit this as much as I can in this city. There is one difference in the Snes version, and that is that a fully developed TOP only need road or rail access on the top or left part. This is also being exploited a lot in this city.
As you probably found out, I am using the Money Trick. At 0:19 I am getting my funds down to 0 in order to use the trick, and getting a city of 10,000 citizens as well in order to get the Bank Gift. I would not have been able to get the Bank Gift later on without using the Money Trick a second time.
It would be insane to watch in real time. The 3 movies contain 5 hours of gameplay. Of course, I did use the fast forward function while playing, so it did not take that long.

I try this. But the buildings don't develope into sky-scrapers. =( Do I need a special population or somthing like in Simcity 4?
