1) Bill Clinton's economy? He doesnt have control over the country's finances. We are not a monarchy.
2) There was never a surplus, that is a myth unfortunately. If you look at the national debt in the 90s, it never once decreased, meaning there was no real surplus. When Clinton said there was a surplus he wasnt counting 'all' public expenses.
3) The republican controlled house was responsible for the decrease in the deficit, not Clinton for reasons stated in #1.
