@otaddiction Though Earth in the Sonic games is somewhat of an alternate version of ours, if we were to look at it as if it were our world, I believe Eggman would be of eastern European descent, as "Robotnik" is a Czech word for a forced laborer/slave. "Ivo" is also a relatively common name in some parts of Europe.

@RednekGamurz in the comics it was explained his name was originally Ovi Kintobor before the experiment/incident which turned him dark and Sonic blue and suoer fast. The two of them were friends originally. I am not entirely convinced that it is canon with the games but if you seek an explanation - there we are :)
