I think "A" is Alison cus who else better knows about each & everyones lives than alison herself? She loves to dig her hands into other's lives and no one can try to be like her out there but i think they reason she's doing tis is cus she's hiding from someone or something and she's getting tthe girls to put pieces of da puzzles together and giving hints to help dem figure out something! Alison likes to get the girls into trouble but at the same time, she will be protect them no matter what! :)

All in all, Ian tried to frame Spencer for Ali's murder. And planned to end it by killing her and leaving evidence that suggested she committed suicide over what she did to Alison, but she was clearly not at fault here. Ian truly loves Spencer and tried to protect her by framing Spencer for Ali's murder, when it was very likely Melissa herself that really caused it. The hooded figure who toppled Ian may have actually been done as an elaborate setup to have Ian fake his death and blame Spencer.

I think Melissa is the one who really killed Alison, or is on her way to being the next major suspect. When Ian mentioned a note on Spencer's computer, it was NOT the photo of Alison that "A" left for them. He seemed to be referring to a faked letter to either the PLLs or her whole family that explained her "suicide", because the guilt caused her to lose the will to go on.

Now... The worst part is we don't KNOW that it was "A" who pushed Ian over. It's heavily implied, but it's just not proven.

It's implied that Melissa planned for Ian to go to the church to "take care of" Spencer, and lured Spencer to the church using her "forgotten" phone as bait. Ian shows up behind Spencer, and reveals that he was one step ahead on their stunt to anonymously call him and tell him they had his videos. Ian recovered them when Spencer threw the flash drive as a distraction and as we all know, ran up to the bell tower...
