fun fact: McGruff has a cousin who lives in Manhattan. Even stranger is his cousin is ALSO a crime fighter, though for some reason the two never got along very well. something about his cousin's partner, this rabbit... thing... and something about basic ethics and sanity and the sort.

Well, if the guy was actually stealing the bike, he could say he was taking the bike to fix it for a friend that was away/on vacation as a favor that was promised and no he didn't have their number with him to call and that his friend would pick it up later when he got back. The police would believe him, it would work, and then he could run like hell with it.
