So what if the perpetrators see you standing there, looking at them, using a phone? What it makes them come after you? Even if you do get them arrested, what if they esape or get released on a technicality and come looking for you? The snitcher should at least hide around a corner while watching the perpetrator. Nice, memorable PSA though!
