i jump from the corner of the staircase and can get over the lower section of the fence. Pause the video at four seconds you can see the corner of the top of the staircase get a running jump from that and you can make it over the lower fence piece right across from it. You can see the lower fence in the bottom left corner of the screen.
am i the only one that noticed that they are jumping from outside the fence? they aren't trying to get over the fence to get out, they are getting back in to the main dlc area. I know this because i've seen that area many times and that spot is actually right next to the way i get back into the main area. I dont run into the fence though.
