Considering you can see oxidization around the bullet-holes, I'm gonna go out on a limb and say no, it's fucking steel. Which is why the vid is titled "SKS 7.62x39 bullets Punching through Steel Plate in Slo-Mo". Go figure.

@MithunaOun Yes i was shotting with SKS and K98 through the railroad steel.That can do any caliber strong as 5,56 NATO,7,62/39 or stronger rifle calibers but that must be military pancir bullets with stell inside the bullet.

Canada even allows a lot of Russian/Chinese imports the states do not. For the price of an SKS here, they can pick up an SVT-40, or even a Chinese clone M-14.
@AngPur The Norinco M305's are a damn good buy for the money. A military friend used one a few years ago for a 1000 yrd shoot on a range and done very well.Not bad considering as they run chrome bores and chambers,gas pistons like the SKS and AK. So you can shoot bloody near anything through it without to much worry.
Are you sure that surplus ammo has not got steel cores?I know steel cored ammo has been "Banned" in the US,but I also know there is still plenty about over there.For a lead cored FMJ to go through two thicknesses of 1/4" mild steel seems very unlikely,even at that short range.There are other videos of lead cored being fired at 1/4" plate and it doesnt penetrate.Nice SKS though,one of my favourite rifles of all time.
@silenthunder85 Very bad idea Mild steel will not stop a Rifle bullet Besides do you really want to carry an extra 15-20 KG of 1/2 in plate..Even high carbon hardened and tempered steel will not stop a high powered rifle bullet at anything less than 200 yards. Unless you are wearing a kevlar helmet even an average shooter will still be able to head shoot you at 350-400 yards with a half decent rifle. So Why Bother??
@iowaworker Can you see the the red circle on a standard 6 pack target at 400 yards? If you can Then Yes you can see someones head at 400 yards I KNOW I CAN ! I may not hit it with the first shot BUT I will get Bloody Close! BTW I never said anything about iron sights. That said I can still see a 6inch target well enough with the Iron sights on my 6.5X55 Swedish Mauser to score in the 7 ring or better for a 5 shot group of 5 inches at 400 yards. Better when I use a 4X scope.
@taofledermaus I'm in NY so it's almost as bad. We can get rifles but only the cheap AK74s, Arsenal hasn't graced us with their presence in NY yet. I'm not sure how hard it would be to pin on a muzzle brake, lazy fools. I'm not even good with tools and I pinned on a muzzle brake in 5 minutes.

@nolifemerc It is mild steel, (some call carbon steel). It was painted white to make it more visible to the camera in high speed.
