What it says is that Congress can't make a law concerning an establishment of religion (it's interesting how that word "respecting" was used then; now we say "with respect to" or "regarding" when using it in that sense) or prohibiting its free exercise. He voted against a bill which would have infringed upon a woman's right to get an abortion. And MOST IMPORTANTLY: it is already illegal to withold medical care from infants who survive abortion.
