The only reason he's in that spot (out of position) is that he thought the play was going inside, so he moved to get out of the way and get a good angle. Instead, he positioned himself in the QB's path. The QB also cut inside just as the ref stepped forward to try to get behind the play. Ref had no way of knowing that a defender was closing in; he obviously thought the QB was sprinting for the flag.
