Ha ha it's the green wellie man!! I used to give him his Giro's when I worked at the Benefits Agency! Can't for the life of me remember his actual name, but my manager called him green wellie man. And yes he is barking but harmless.
Ya, this guy is well known around Perth. He lives rough, under the Friarton bridge! He talks to himself & if you step out in front of him when hes on his push bike...the guy rings his bell at ya. shouts at ya & throws a complete wobbly! lol But hes harmless ole sod. I kinda feel sorry for him! lol
He scares me but I feel sorry for him he's just trying to get along with people but all yous do is point and laugh at him it ain't even that funny.
