He is approaching this wrong. It needs to be shut down. Child abuse is a crime. In EVERY state when they hire more caseworkers, they do not protect children. They simply go on a kidnapping Spree and more are abused, raped, murdered in state "care". No, shut it down. Every state, more workers + $ = more abuse in state care. And the cover ups that follow.
