This is the first time i've seen this, so it's not a common thing, or maybe it is in a city, but if your that far away from the curb where your in the road, you should get a ticket if it affects traffic. Besides, i'd rather have cops who do something stupid like this, then the cops in other countries who are brutal. In reality, this isn't bad. Especially since they dont do this everywhere in the US.
