It's called a sample, they've been doing it since the beginning of rap/hip-hip. They take a sample of another song and edit/remix it to fit the new song, add new lyrics, etc.

Completely different from blatantly copying a song. The group that did the Numa Numa song was obviously paid well for the sample and is probably paid continuing royalties whenever the song is played. BIG difference between musical collaboration and copying. (*cough* Avril Lavigne)
