But the federal bill is something that's designed to help all states become better. On a case by case basis, it may be possible for states to make things even better by doing it themselves. That's where the waivers would be applied.

The truth is irrelevant to these people as long as you tune in to watch them. Can't the government come up with a plan that gives stricter regulations for news companies so that the american people are assured balanced news? In my country we have an organ which have set foundations for ethical guidelines, supervises and control subsidaries for the press, meaning that if they violate the ethical conducts they receive fines and actually have to publicy broadcast an apology on their channel.
