Take the seat off, put a more light weight one on, i dont even have one that heavy on my fully functioning craft, also that engine sounds to be running way to slow, so if you could fix that you might get it working better.

that looks like a standard lawn-mower engine. eliminate the rpm-limiter and you should probably get enough power to make it fly. the rpm-limiter alone removed gives about twice the power to the engine at least.
