So basically... If you fix it so that you have 99 master balls... you could essentially make it through the game without leveling anything... just catch all of the Gym Leaders, road block trainers, and the Elite Four.

@DisturbedFan0000000 A level 70 Swampert that know Ice Beam, Earthquake, Surf and Brick Break is the best pokemon for the Elite Four. You may need some revives, fresh waters, full heals, full restores and ethers/leppa berries, but then you're sorted.

@DisturbedFan0000000 I had a level 75 Swampert with the moves Muddy Water, Mud Shot, Earthquake, and Surf. Using these put me at an advantage for Elite 1, 2, 4, and Steven. I'd reccamend using a Mudkip throughout the game because it has an advantage to all of the Gym Leaders. With Sceptyle or Blazakin, I'd recammend going back to Victory Road and leveling them up to about level 60 to 65.
