@JonDeth No, it was a resolution that says that the opinion of the Senate is that when someone acquires citizenship at birth, it should be immaterial for the purposes of Presidential eligibility if citizenship was acquired by jus sanguinis. McCain acquired citizenship by jus sanguinis because he was born abroad to two US citizen parents. When someone is born in the US, the status of the parents is irrelevant under US law because jus soli applies.

An opinion of the senate, also known as a resolution, has no legal power let alone lawful power. It's literally an opinion and nothing else. Even case law is superseded by a congressional bill signed into power unless overturned by the US Supreme Court. A resolution has ZERO authority in law.
