Ugh, the graphics and mechanics in the English versions are from the Japanese Blue, which is the enhanced version of the (Japanese) Red and Green. This video shows either Red or Green. ;-)

something was definitely planned for oak, because here, he has a charizard, but in r/b, he has a blastoise. in my opinion, that shows that they wanted the player to fight him in both games, but were unsuccessful for some reason.

This is Japanese Red version.Actually US Version of Pokemon Red isn't the 'direct' port of the Japanese version - their sprites are different.

Japanese Red and Green has the same sets of sprites which is different from US Red and Blue, and Japanese Blue version is the one which has sprites used in US Red and Blue.
