190 ASPD means the amount of hits/min, which would translate 190 into 5 hits per SECOND. Which means you have to perfectly time your fingers to press 10 buttons, giving you 100 milliseconds (0,1 seconds) per button and even then this would be impossible as you need to click the skill and target.

The time between clicking your skill and clicking your target needs some time, making the 100 milliseconds per button even less.

All-in-all

no you can't take full advantage of 190 ASPD with your fingers
