I've never been there but I am guessing it is against the rules to skateboard as well. It is a memorial so it wouldn't be appropriate to dance. Just as it wouldn't be appropriate to dance at the vietnam memorial either or the memorial of fallen soldiers. I don't know about you but I would be pissed you danced in front of my Grandfathers name. The people purposely wanted to cause trouble as seen with the couple who danced right after the police warned them. No consideration by these people.

Go outside at night and just walk around. A cop WILL show up (because that's your sleep time).
