This "war on terror" was a staged war there is no real enemies to found. This war is meant to be fought forever, it's not to be won. If the US had fought for real with all its might I personally believe we can win this war in no time.

Also, Rumsfeld provided safe passage for Osama across the border into Pakistan. Aside from leaving one trail to Pakistan wide open, Rumsfeld ordered a huge airlift of hundreds of al qaeda to safety.
