Good observation but even Bungie admitted that it was a glitch in the programing because if you look at the elites mouth, he is missing the bottom jaw because the game randomized the armour, which affects the jaws.

@supermonkeyCL Not exactly. That elite is meant to be a "Zealot" class elite. However due to a error done in the programming of the game, it caused the game to combine the "Councilors" with the "Honor Guard" skins. Also if you look very closely at it in game, the glitched elite only has one jaw.

Man the Honor Guard Councilor you fought was weak as hell. The one me and my friend fought was bsically invincible, it took multiple plasma grenades, fuel rod shots, & sword lunges and it barely scratched it. Finally we sword lunged it in the back & it collapsed. It was glitched or something cuz before that we died from two councillors coming out of the door and no stealth elites.

You can clearly see in this video how Elites were so stationary in Halo2

Elites are famous because they strafe to one side to another really fast (they must remain agile to their behavior) This was nice in Halo 1, but in Halo 2 you could easily stick them... In Halo Reach however you can see in trailers they are very agile again!

In this video you see five different headpieces and two different body light pieces.

One councilor piece-like headwear is different seen at 4:20 never seen before.

this one eleite in the game is tagged wrong due to a programming error, there is no helmet tag therefor it is selected at random, this elite may also have a face textured the same as Rtas 'Vadum (he only has his top 2 jaws)

just cause it's a glitch in the game's programing doesn't mean it's F***ed up. I actually prefer this elite version for three simple reasons,

1. the elite variations are unique

2. its a change in enemy conflicts

3. the elite demonstrates a large amount of leadership and command throughout the elite forces (very powerful)

The game should comprise more altered content which is why i am designing my own halo game (HALO:Covenant Civil War)

You can actually dodge some of the slashs by crouching down except when the elite slashes downwards which will do more damage. Is there an elite with a dark blue or black armour ? i saw him on halo2 uprising

but yh all these armors should be put on to Halo 3 an its like Recon but theres different types and on an ELite instead. Except u can unlock Recon soon with vidmaster but have Elite ones if u get ALL the achievements =D
