This video was made for a UK Channel 4 programme on modern dance. It's a dance film, to the music of Blur. The fact that Blur are not featured, that you don't see much of the band, is neither here nor there. It ain't about the band. That they agreed to do it, and be in the dance studio in the background, was cool.
